Many people ask: What is H.R. 2227?

The answer is: H.R. 2227 is the Modernizing Government Technology Act of 2017, or the MGT Act.

(The precursor was H.R. 6004, the Modernizing Government Technology Act of 2016, which passed the House last year, but stalled because of a poor Congressional Budget Office (CBO) score.)

The MGT Act passed the House of Representatives by voice vote on May 17, 2017. It is an IT reform package focused on reducing wasteful IT spending and strengthening information security by accelerating the federal government’s adoption of modern technology.

This modernization is critical for several reasons. The government’s present legacy infrastructure not only wastes tax payer money because it costs so much to maintain, but it is also vulnerable to cyber-attack. H.R. 2227 has gained bipartisan support because it has the potential to save billions, and deliver less expensive and safer services to the American public.

The MGT Act establishes a $500 million central fund to support modernization, and stipulates that the savings realized by the federal agencies, be placed in a fund that can be used to pay for further modernization efforts.  These efforts include streaming IT systems, replacing legacy infrastructure and transitioning to cloud computing. The fund eliminates the traditional use-it or lose-it approach of the past.

The MGT Act gives federal agencies the funding they need to produce the quantifiable savings required by the Data Center Optimization Initiative (DCOI), which is a mandate from the federal government stipulating that agencies must make their data centers more efficient.
